This is not the correct answer.
When the FAA writes test questions, they try to find answers that someone who did not read the question completely or don't know the answer, so a guess sometimes works.  But this answer doesn't fit that description.  If I were writing the question I would find a tower near an airport that underlies a Military Operating Area (MOA).  In the chart segment provided with the queston there is no MOA.  No restricted airspace.  Not even a Military Training Route (MTR).  So, no.  You don't need any authorization from any miitary branch.
